Can the app be published under my own Google/Apple account?
From the Maximus package on, publishing is regularly possible via your own developer access.
Attention! Since the beginning of 2018, all Apple AppStore releases require your own access. How this works can be found under "Why your own Apple developer access is necessary for AppStore publication and how to create it?". Even the smallest app package is sufficient for this.
